Gold Coast rents hit a record in the June 2026 quarter. Dubai rents went the other way. That gap is worth a closer look.
So why do Dubai rent figures contradict each other? New leases are falling while renewals sit still. Because Dubai runs two rental markets under different rules. Renewals are capped by law. New leases are not.
This guide covers both markets and the law dividing them. You will see the contract data, the five increase bands, the free government tool that returns your limit, and what the gap means if you are buying now.
How Dubai Rent Works
Dubai has two rental markets, not one. The split depends on whether a tenant is already in place.
Two Markets
-
A new lease is a vacant unit let to a new tenant at whatever the market pays.
-
A renewal is a sitting tenant staying on, and the price is capped by law.
-
A landlord can ask any figure at all for a genuinely vacant unit.
-
The same landlord cannot lift a sitting tenant's rent freely at renewal.
-
Two neighbours in one building can therefore pay very different rent.
-
Neither figure is wrong; they simply come from different markets.
-
Listing sites mostly show new lease pricing, not what sitting tenants pay.
-
Always ask which of the two a quoted figure came from.
That distinction explains almost every odd rent number you will see quoted.
Legal Framework
Three pieces of Dubai law sit behind it.
-
Law No. 26 of 2007 governs the landlord and tenant relationship in Dubai.
-
Decree No. 43 of 2013 sets the maximum permitted increase at renewal.
-
The RERA Rent Index supplies the average rent used in that calculation.
-
Article 2 of the decree covers every landlord, private or public.
-
Special development zones and free zones, including the DIFC, are included.
-
The Rental Disputes Centre hears cases where the parties cannot agree.
-
The decree took effect on the day it was issued in December 2013.
-
It still governs every residential renewal in Dubai today.
Those rules cover the whole emirate, not selected communities.

Read that table as two stories, not one.

New Leases
The open market softened.
-
Registered contracts, not advertised asking prices.
-
New lease volumes fell 20 percent across the six months to July 2026.
-
Landlords cut asking prices in order to secure a tenant at all.
-
One Business Bay one-bedroom let at AED 67,500, down from AED 95,000.
-
Slowing population growth is the main pressure behind the fall.
-
Fewer arrivals means fewer new tenants competing for the same stock.
-
For a buyer, softer new lease pricing is a signal rather than a warning.
-
Landlords who wanted payment upfront accepted the sharpest reductions.
-
Vacant units are competing against a steady flow of new completions.
That softness is the number you will meet when you let your own unit.
Renewal Contracts
The renewal market barely moved.
-
More than 209,000 renewal contracts were signed in the same period.
-
The average renewal held steady at AED 65,000 a year.
-
Capped increases stop renewals from swinging with the open market.
-
Sitting tenants are insulated from both sharp rises and sharp falls.
-
This is why the renewal average sits above the new lease average.
-
Renewal volume dwarfs new lease volume, so the market looks calmer than it is.
-
Renewals outnumbered new leases heavily across the period.
-
A tenant who stays put in a falling market keeps paying yesterday's price.
The cap is the reason, and the next section sets out exactly how it works.
Rent Increase Caps Explained
Most overseas buyers have never read this part.
Decree Slabs
Decree No. 43 of 2013 sets five bands, based on how far the current rent sits below the average for similar units.
The table below is the full schedule from Article 1 of the decree.
|
How far current rent sits below average |
Maximum increase at renewal |
|
Up to 10 percent below |
No increase |
|
11 to 20 percent below |
5 percent |
|
21 to 30 percent below |

31 to 40 percent below |

More than 40 percent below |

More points from the decree matter to owners.
-
The percentage applies to the current rent, not to the market average.
-
A rent within 10 percent of the average cannot be raised at all.
-
The cap only ever lifts a below-market rent; it never pushes above market.
-
Article 3 ties the average to the Rent Index approved by RERA.
-
A tenant well below market catches up over several renewals, not one.
-
The bands apply at renewal only, never mid-contract.
-
Nothing in the decree forces a landlord to increase rent at all.
-
The same bands apply to individual and company landlords alike.
-
Free zone and DIFC landlords get no exemption from them.
So a tenant already paying the going rate has no exposure at renewal. The index result decides that, not the landlord.
How To Check Dubai Housing Rent Limits
The Dubai Land Department runs this for free. Its Rental Index service returns the market average and the permitted increase.
-
Enter the expiry date of the tenancy contract.
-
Enter the property type and the region or area.
-
Enter the number of rooms in the unit.
-
Enter the current annual rental value.
-
The result is returned immediately, with no account needed.
It runs across four official channels.
-
The Dubai Land Department website through the Ejari system.
-
The Dubai Land Department website directly.
-
The Dubai REST mobile app.
-
The DubaiNow app.
It is open to all residency statuses, so an overseas owner can use it too.
The result tells you several things at once.
-
The average rent for comparable units in that area.
-
How far the current rent sits below or above that average.
-
The maximum increase permitted for the next renewal.
-
Whether any increase is permitted at all.
-
A figure you can rely on rather than a broker's estimate.
-
A dated record you can produce if the matter is disputed.
Save a dated copy before any renewal conversation.

What This Means Now
The gap between the two markets is where the opportunity sits.
Dubai Housing Rent
-
You will let a vacant unit at new lease prices, not renewal prices.
-
Model the lower figure and treat AED 65,000 as the wrong benchmark.
-
Budget for a longer letting period than 2024 or 2025 assumed.
-
Price realistically in the first week rather than testing a high number.
-
Check the index average for your building before setting an asking rent.
-
Remember your first tenant sets the base every later cap works from.
Our property for rent in Dubai guide works the yield side through in full.
Buying Window
Softer rent usually travels with softer purchase pricing.
-
Sellers face the same slower market that landlords are facing.
-
Negotiation room is wider than it has been in recent years.
-
Entry-level stock is where new supply is heaviest right now.
-
Lower-priced units usually carry lower running costs as well.
-
Ask for registered rents in the building, not advertised listings.
-
Compare at least two communities before committing to either.
-
Check the index average for the building, not just the community.
-
Factor holding costs in before comparing any yield figures.
-
Treat softer pricing as leverage, not as a market warning.
-
Walk away from any seller who will not show registered rents.

Common Mistakes
Six errors show up repeatedly with overseas buyers.
-
Quoting the renewal average as the rent a new unit will achieve.
-
Assuming a rent cap protects the owner rather than the tenant.
-
Treating an advertised listing price as a registered rent.
-
Setting the first rent high and losing months to vacancy.
-
Ignoring that the first lease sets the base for every later cap.
-
Comparing a Dubai annual figure against a Gold Coast weekly one.
All six are avoidable with one index check.

Frequently Asked Questions
Is Dubai housing rent falling?
On new leases, yes. Average new tenancies fell 6 percent to AED 60,000 a year in the six months to July 2026. Renewals held flat at an average of AED 65,000.
How much can rent increase in Dubai?
Between zero and 20 percent at renewal, depending on how far the current rent sits below the market average. Decree No. 43 of 2013 sets five bands. If the rent is within 10 percent of the average, no increase is allowed at all.
What is the RERA rental index?
It is the Dubai Land Department benchmark of average rents by area, property type, and bedroom count. Decree 43 ties every capped increase to it. You can query it for free through the DLD Rental Index service.
Can a landlord raise rent at renewal?
Only within the band the index allows for that unit. The landlord cannot simply match a listing price from the same building. The official calculation decides the ceiling.
Do rent caps apply to new leases?
No. The bands in Decree 43 apply when a lease is renewed with a sitting tenant. A vacant unit can be let at whatever the market will pay.
How do I check the legal rent increase?
Use the DLD Rental Index service on the Dubai Land Department website, the Dubai REST app, or DubaiNow. Enter the contract expiry date, property type, area, rooms, and current rent. The result comes back immediately.
