Quick Answer
The points below cover what actually decides your bill.
-
Service charges are billed per square foot of your unit, so size drives the cost.
-
Every rate must be approved by RERA through the Mollak system before an invoice can be issued.
-
Owners receive service charge invoices quarterly through Mollak.
-
Your exact rate is published per building, and you can look it up before you buy.
-
Off-plan buyers can be liable from project completion, not from the day they get the keys.
Service charges are the cost most Gold Coast investors forget to model. The purchase price is easy to find. The rent is easy to find. The annual bill for maintaining the building sits quietly behind both, and it is the number that decides whether a strong gross yield survives as a decent net one.
The honest answer to how much they cost is that it depends on the building you buy in. Rates are set per project, approved by the regulator, and published. Anyone quoting you a single citywide average is guessing.
This guide covers what service charges pay for, who sets them, how the approval process works, when your liability starts, and how to find the exact rate for a specific building before you commit.
What Service Charges Actually Cover
Think of the charge as the running cost of everything outside your front door.
Shared Areas
The money maintains lifts, lobbies, corridors, car parks, pools, gyms, landscaping, security, cleaning and building insurance. It also funds the management company that runs the building day to day. Anything inside your unit stays your own responsibility.
Reserve Fund
Part of the annual budget goes into a reserve for major work such as lift replacement, facade repair or chiller overhaul. This is the line item buyers most often overlook. A building with a thin reserve fund is one where a large one-off levy can land on owners later.
Before you assume a low charge is good news, check whether the reserve is being funded properly. A cheap building today can become an expensive one in five years.
Who Sets And Approves Them
This is where Dubai differs sharply from most markets, and it works in the buyer's favour.
Mollak System
The Dubai Land Department, through its regulatory arm RERA, runs an electronic system called Mollak. It governs jointly owned property across the emirate and reflects the provisions of Law No. 6 of 2019.
Management companies cannot simply bill owners from a company account. They must be registered with RERA, upload financial statements, and provide copies of maintenance, service, and supplier contracts for common area services. Funds sit in accounts that operate on an escrow mechanism. Owners then receive their service charge invoices quarterly through the system.
Budget Approval
The budget for each community goes through Mollak for approval before invoices can be issued. That approval step is the whole point of the system. It means a management company cannot raise your charge on its own say-so.
Until recently, every community repeated that process annually. That changed in December 2025.
The table below shows how the two budgeting cycles now compare.
|
Budget cycle |
Status |
What it means for owners |
|
One year |
Standard, still available |
Rate reviewed and approved every year |
|
Three year |
Approved December 2025, optional |
Rate fixed for three years unless exceptional changes apply |
Gulf News reported that the Dubai Land Department approved the first three-year fixed service fee structure for the Palm Jumeirah Master Community, working with Dubai Holding Community Management.
For an overseas owner, that matters. A building on a three-year budget gives you three years of cost certainty instead of an annual guess.

How Much Are Service Charges on Dubai Property?
Here is the mechanical answer, and then the practical one.
Calculation Method
The charge is a rate per square foot, multiplied by the chargeable area of your unit. Your unit size is fixed, so the rate is the only variable, and the rate is set per building.
That means two apartments in the same community can carry very different bills if one sits in a tower with a pool, concierge, and podium parking, and the other does not.
The table below shows how unit size alone changes the outcome once a rate is applied.
|
Unit size |
Annual charge at a rate of R per sq ft |
|
600 sq ft studio |
600 × R |
|
900 sq ft one bedroom |
900 × R |
|
1,200 sq ft two bedroom |
1,200 × R |
|
1,800 sq ft three bedroom |
1,800 × R |
The point of that table is simple. Doubling your floor area doubles this cost every year for as long as you own the property.
Finding Your Service Charges Rate
We are not going to print a citywide average, because there is no honest one to print. Rates are approved building by building and published through Mollak.
To get the real figure, use the service charge enquiry on the Mollak platform or the Dubai REST app, and ask the seller or developer for the last two approved budgets rather than just the current one. Two years of figures tell you the direction of travel. One year tells you nothing.
Our breakdown of Dubai property prices by area will help you shortlist communities first, then check the rate for the specific towers on your list.
When Your Liability Starts
Off-plan buyers get caught out here more than anyone, and a 2025 ruling made the position much clearer.
Before Handover
The Dubai Rental Disputes Center set a legal principle that buyers can owe service charges before they formally take possession, where the handover delay is their own doing. As reported by Gulf News, a buyer listed in the preliminary property register is responsible from the date the project is completed, or from the date they defaulted on payments, whichever comes first.
Judge Abdulqader Mousa Mohammed, President of the Centre, said the decision closes a legal gap and protects owners who pay on time, so building services keep running.
The table below sets out the two trigger points.

Non Payment
Enforcement in Dubai is active rather than theoretical. Gulf News reported that in 2024 the Rental Disputes Center closed 49,817 execution files relating to jointly owned property, and launched a self-execution service allowing property managers to recover unpaid service fees more efficiently.
If you own remotely from the Gold Coast, set up the payment method properly before you leave the country. Arrears build quietly when nobody is opening the post.
Impact On Your Net Yield
This is the part that changes investment decisions.
Gross Versus Net
Gross yield is rent divided by purchase price. It ignores the service charge entirely. Net yield takes the charge out, along with management fees and vacancy, and it is the only figure worth banking.
For context on the income side, AGBI reported in July 2026, using Dubai Land Department data, that the average new tenancy in Dubai now sits at AED 60,000 a year, down 6 percent, with renewals averaging AED 65,000 across 209,310 contracts.
The table below shows where that rent sits before any costs come out.

Against a softening rent line, a heavy service charge takes a bigger bite than it did two years ago. That is the case for checking the rate before you buy rather than after.
Comparing Buildings
Two buildings with the same asking price and the same rent can deliver very different returns once the charge is applied. A waterfront tower with extensive facilities will almost always cost more to run than a simpler building in a value community.
Neither is automatically the better buy. Our Dubai Marina guide covers the amenity-heavy end of the market, and our look at affordable property in Dubai covers the other. Run the numbers on both before you decide.
If you want the rental side modelled properly, our property for rent in Dubai guide works through gross and net returns in detail.

Ask Us About Service Charges Before You Buy
Service charges are the easiest cost to check, and the one most buyers skip. It takes a few minutes to pull an approved rate for a building, and it can change how a deal looks.
Bright Realty International works with Gold Coast investors on exactly this. We bring licensed Dubai developers to the Gold Coast so you can ask about running costs, reserve funds and approved budgets face to face, before you commit rather than after.

Frequently Asked Questions
How much are service charges on Dubai property?
There is no single citywide rate, because charges are approved building by building through Mollak. The bill is calculated per square foot of your unit, so a larger apartment always costs more. Look up the approved rate for the specific building on Mollak or the Dubai REST app before you buy.
What do service charges cover in Dubai?
They cover the running cost of shared areas and facilities, including lifts, lobbies, car parks, pools, gyms, security, cleaning, landscaping, insurance and building management. Part of the budget also goes into a reserve fund for major future works. Anything inside your own unit is not covered.
Who pays service charges before handover?
The Dubai Rental Disputes Center ruled that a buyer listed in the preliminary property register is liable from project completion, or from the date they defaulted on payments, whichever falls first. That means delays caused by the buyer do not push back the liability. Check this against your payment schedule before signing an off-plan contract.
How do I check my service charge rate?
Use the service charge enquiry on the Mollak platform or the Dubai REST app, both run by the Dubai Land Department. You can also ask the developer or the owners' association directly. Request the last two approved budgets rather than only the current one, so you can see whether the rate is rising.
Are service charges negotiable in Dubai?
Not individually. The rate is set through a RERA-approved budget for the whole community, so no single owner negotiates their own figure. Owners can raise concerns about a proposed budget through the owners association and the regulator instead.
What happens if you do not pay service charges?
Enforcement is real, and it moves. Gulf News reported that the Rental Disputes Center closed 49,817 execution files on jointly owned property in 2024 and introduced a self-execution service for recovering unpaid fees. Overseas owners should set up a reliable payment method before leaving the country.
